The COA is a crime investigation organisation of Elzion, responsible for maintaining peace and uprooting corruption. They report directly to the Administrator, independent of the EGPD. In fact, the COA is above the EGPD and takes precedence in its investigations. Their agents are known as "representatives of justice".
